The Territorial Coordination
Plan is the first and main tool for planning
the territory of a protected area. It encloses a
complex work of knowledge and interpretation of the
natural and social existence of the territory: it is,
therefore, the land planning of the Park.
The protection of nature and environment is the first
goal among several from the Adamello Park Territorial
Coordination Plan; such goal is pursued not with the
exclusion of man, but "through the retrieval of
a proper relationship, cultural and economic, of man
with environment". In coherence with this primary
goal there are others regarding the recreational use
of natural environment (appreciation of the Park as
a promotion factor for sustainable tourism) and social,
economical and cultural development of local comunities.
Such goals are pursued through "the research of
new human behaviors, compatible with the protection
of nature resources".

Subdivison and symbology
of the general layout plan
1. The general
layout of the Plan subdivides the territory, for
environmental and landform protection, in three belts:
- Anthropic landscape belt;
- Alpine landscape belt;
- Summit landscape belt.
2. In the general layout of the Plan, with appropriate
symbols, the borders of the nature reserves are indicated.
There institution is proposed with the current Territorial
Coordination Plan, as to protect the vegetal, zoological,
morphological, hydrogeological and landform features
encountered.
The nature reserves located in the regional park of
the Adamello are:
- Rabbia and Gallinera Valley Integral Reserve (Riserva
Integrale della "Val Rabbia e Val Gallinera");
- Gallinera-Aviolo Valley, Lake Arno, Upper Cadino-Fredda
Valley Oriented Reserve (Riserva Orientata della
"Val Gallinera-Aviolo", "Lago d'Arno",
"Alto Cadino-Val Fredda");
- Adamello Landscape Morphological and Biological
Partial Reserve (Riserva Parziale Morfopaesistica
e Biologica "Adamello");
- Humid Zones of Tonale and Braone Valley Biological
Partial Reserves (Riserve Parziali Biologiche "Torbiere
del Tonale" e "Torbiere di Val Braone");
- Vezza and Vione forests, Piz d'Olda-Regina Plain,
Frisozzo-Re di Castello Zoological-Forest Partial
Reserve (Riserva Parziale Zoologico-Forestale "Boschi
di Vezza e Vione", "Piz d'Olda-Pian della
Regina", "Frisozzo-Re di Castello");
- Badile-Tredenus Landscape Geomorphological and
Botanical Partial Reserve (Riserva Parziale Geo-morfopaesistica
e Botanica "Badile-Tredenus");
- Marser-Bos Botanical Partial Reserve (Riserva
Parziale Botanica "Marser-Bos").
3. The nature reserves are, in their whole, the area
of natural park as mentioned in art. 16 bis.
4. The general layout of the Plan identifies nature
monuments, with the features provided in art.1, letter
d) of the l.r. 86/1983, as follows:
- big trees;
- cascades;
- granite cones of erosion.
5. The general
layout of the Plan indicates the territorial
zones of anthropic interest, within the following categories:
- Zone of town initiative;
- Zone for tourist facilities and establishments;
- Zone of terraced meadows.
6. In the general layout of the Plan, with appropriate
symbols, other areas are indicated:
- Area
of particular landform-environmental importance;
- Humid zones and turfs;
- Areas of biological protection;
- Parks's doors, accesses to the Park and equipped
areas;
- Areas for skiing;
- Areas for opening ski slopes;
- Sites of archaeological interest;
- Incompatible activities.
7. Sites of Community importance
According to the Directive 92/43/CEE regarding the preservation
of natural and seminatural habitats and of the wild
flora and fauna, with successive measures of the
Regional Administration (Giunta Regionale), the
sites of Community importance (S.I.C.) will be choosen
from areas that contribute in significant way to the
preservation and/or restoration of natural habitats
or display physics and/or biological elements essential
to life and reproduction of some species and to the
preservation of the biodiversity in the continental
biogeographical region. When approved by the European
Commission, the fourteen
S.I.C. located in the regional park of the Adamello
will be included in the Plan, according to indicated
time, priorities and arrangements.
Nature reserves
The general layout of the Park Territorial Coordination
Plan, approved with DGR n° 7/6632 in 29.10.2001,
identifies the following nature reserves:
Planning state
The Territorial Coordination Plan,
essential tool for the territorial planning of the Parco
Adamello was adopted by the assembly of the Association
of Mountain Municipalities (Comunità Montana)
in 1992. The observations of the public and private
authorities where answered by the assembly of the Association
of Mountain Municipalities (Comunità Montana)
april 21, 1994. The Plan was approved with D.G.R. n°
7/6632 in 29/10/2001. The documents of the Plan, the
D.G.R. were published on the BURL in 29/11/2001 (extraordinary
supplement n° 48).
Sphere, contents and effects of
the Territorial Coordination Plan
The territorial plan of coordination
of the regional park of the Adamello, classified as
mountain and forest park, acts as a coordinated landscape
plan, according to art. 57 of the D.Lgs. march 31 1998,
n. 112, with the landscape contents of the territorial
plan of coordination of the province and was approved
with the contents of the regional law 16 september 1983,
n. 79 (Institution of the natural park of the Adamello)
and 30 november 1983, n. 86 (Regional plan for the regional
protected areas. Norms for the institution and management
of the reserves, parks and nature monuments as well
as areas of particular natural and environmental importance)
and successive changes and integrations.
The plan locates and proposes, within the regional park,
the areas indicated as nature reserve and natural park
according to the features described on art. 2 of law
n. 394, 6 december 1991 (outline law on protected areas)
and on art. 1 of the l.r. 86/1983, as changed by the
regional law n. 32, 8 november 1996 (Integrations and
changes to l.r. 30 november 1983, n. 86 "General
plan of the protected regional areas. Norms for the
institution and management of reserves, parks and nature
monuments as well as areas of particular natural and
environmental importance" and transitory system
for hunting activity).
The discipline of such areas is valued and acts as a
regional territorial plan according to art. 16 from
the l.r. 86/1983 and successive changes and integrations.
All the instructions of the Plan are immediately binding
according to art. 18, comma fourth of the l.r. 86/1983.
The landscape of the territory of the Park is bound
according to art. 146, comma first, letter f) of the
D.Lgs. 490/1999.
Each intervention, except for inner work or those indicated
on art. 152 D.Lgs. 490/1999, is obliged to a landform
authorization according to art. 151 of the same D.Lgs.
490/1999, and is issued according to the procedures
indicated on the regional law n. 18, 9 june 1997 (Reorder
of the competences and simplification of the procedures
regarding the protection of environmental resources
and landform plans. Sub-delegate to local authorities).
